Quote 1 is about simple ways to communicate while quote 2 tells about the desire of humans to acquire stuff that are actually more than what they basically need.  PCs, phones and others are gadgets that can elevate means of communication from the simple or basic ones to the more complicated.
I can sense that humans are in dire need of communication means that are easily transcribed, easily understood, and are effective means to express what a particular person really feels.  Therefore, beyond the basic language we need something more complex.
